Do You Need to get a Business License?

I'm assuming that it is necessary and different state-to-state. If anyone else in the Bay Area, CA knows the process or direct me to the right resources, I would be very grateful."

I live in Stockton, CA. I just started a resale business. I had to get a business license and a peddlers permit (because I sell out of my home and not a store front). I also had to get a federal tax ID number (EIN) and a state resale number. After all this, I thought I was done, until today I got something from the planning commission stating I need some other kind of permit because I have a home based business. I hope this helps.
