Why do the crafters/artists (in the same geographic areas) not form a group/association and approach schools/churches as a group to offer doing shows in the school where you can split the profits? A large group of quality crafters coming in as a complete group would decrease the hardest work for a small community. This may be one of my wild hair brain ideas. But if quality crafters of a like mind form associations/guilds, that have standards, they can then help solve their problem of import vendors at the shows as competition. You could also save money on transportation cost by having rental trucks transport crafts and buses taking the crafters.
